However, I believe a person's merit and fitness to serve in his/her position should always trump trying to force racial diversity. If the most qualified people for 10 job slots are all black, then so be it; no need to find a few Asians or whites or whomever. If they are all white, fine. Bottom line: put the most qualified person in a job, and then think about other ways to promote racial diversity.
